Pennsylvania State Tax Deductions

Pennsylvania State Tax Deductions
Pennsylvania personal income tax rules are notably different from federal tax law.

The Commonwealth does not allow taxpayers to claim the federal standard deduction or federal itemized deductions.

Instead, Pennsylvania permits only a limited set of state-specific deductions, which are narrowly defined by statute.

In general, allowable deductions fall into two primary categories:

  1. Contributions to certain qualified savings accounts, and
  2. Certain unreimbursed employee business expenses directly related to employment.

Understanding these distinctions is essential, as many common federal deductions are not permitted on a Pennsylvania return.

Allowable Deductions for Pennsylvania Personal Income Tax

1. Medical Savings Account (MSA) Contributions

Contributions made to an eligible Medical Savings Account (MSA) are deductible for Pennsylvania purposes.

  • The deduction is limited to amounts allowed under federal law.
  • Only qualifying contributions made during the tax year may be deducted.

2. Health Savings Account (HSA) Contributions

Taxpayers may deduct contributions to a federally qualified Health Savings Account (HSA).

  • Contributions must meet federal eligibility and contribution limits.
  • Employer and employee contributions are treated consistently with federal rules.

3. IRC Section 529 Qualified Tuition Program Contributions

Pennsylvania allows a deduction for contributions to any state’s 529 college savings plan, not just Pennsylvania-sponsored plans.

  • Contributions are deductible per beneficiary, subject to the annual federal gift tax exclusion.
  • For example, in recent years, the limit has been up to $17,000 per beneficiary for single filers and $34,000 for married couples filing jointly, though this amount is adjusted periodically.

4. IRC Section 529A Pennsylvania ABLE Savings Account Contributions

Contributions to a Pennsylvania ABLE (Achieving a Better Life Experience) account for disability-related expenses are deductible.

  • The deduction is limited to the annual federal gift tax exclusion amount per contributor.
  • ABLE accounts are designed to help individuals with disabilities save for qualified expenses without jeopardizing certain public benefits.

Unreimbursed Employee Business Expenses (PA Schedule UE)

Pennsylvania allows employees to reduce taxable compensation by deducting ordinary, actual, reasonable, and necessary unreimbursed expenses that are directly related to their employment.

These deductions are reported on PA Schedule UE and may include:

  • Travel and mileage expenses required for the job
  • Mandatory uniforms or protective clothing not suitable for everyday wear
  • Professional license, certification, or renewal fees
  • Union dues and certain professional association fees

Only expenses that are required by the employer and not reimbursed may be claimed. Detailed records and documentation should be retained.

Key Non-Deductible Items in Pennsylvania

Unlike federal tax returns, Pennsylvania does not allow deductions for many common expenses, including:

  • Federal standard or itemized deductions
  • Medical and dental expenses (except through an MSA or HSA)
  • Charitable contributions (unless they qualify as a business expense)
  • Interest paid (including mortgage and student loan interest)
  • Taxes paid, such as: Property taxes, Local earned income taxes, and Federal income taxes
  • IRA, SEP, SIMPLE, or other self-employed retirement plan contributions

Because these items are not deductible, Pennsylvania taxable income can differ significantly from federal adjusted gross income.

Recommendation: File Electronically

Taxpayers are encouraged to file Pennsylvania returns electronically using approved tax software or the state’s e-filing systems. Electronic filing offers several advantages:

  • Faster processing and refunds
  • Built-in accuracy checks that reduce errors
  • Automatic calculations for deductions and schedules (such as PA Schedule UE)
  • Immediate confirmation that the return was received

E-filing is especially beneficial given Pennsylvania’s unique deduction rules, which differ substantially from federal tax law.
