Kentucky State Tax Rate

Kentucky State Tax Rate

Kentucky continues to use a flat individual income tax system, meaning the same tax rate applies regardless of income level or filing status.

This structure simplifies tax calculations and provides predictability for taxpayers across the state.

Individual Income Tax

Kentucky imposes a flat individual income tax rate of 4.0% on all taxable income. This rate applies equally to single filers, married couples filing jointly or separately, and heads of household. Because the rate does not increase as income rises, taxpayers do not move into higher brackets as their earnings grow.

Taxpayers may claim a standard deduction of $3,270, which reduces taxable income before the flat rate is applied. Kentucky taxable income generally begins with federal adjusted gross income (AGI), with specific state-level additions and subtractions applied afterward.

Sales and Use Tax

Kentucky’s 6.0% sales and use tax is applied statewide with no local add-ons, making the total sales tax rate consistent across all counties and cities. This simplifies compliance for both consumers and businesses compared to states with layered local sales taxes.

Local Occupational Taxes

While Kentucky does not allow local income taxes in the traditional sense, many cities and counties impose occupational license taxes. These taxes typically apply to:

  • Wages and salaries earned within the locality, and/or
  • Net profits of businesses operating there

Rates vary by jurisdiction and generally range from 0.5% to 2.50%.

Upcoming Change for 2026

Kentucky law provides for continued reductions in the individual income tax rate when state revenue targets are met. As a result of House Bill 1, passed during the 2025 legislative session, the individual income tax rate is scheduled to decrease to 3.5% effective January 1, 2026, benefiting taxpayers in future filing years.

Filing Recommendation: Choose Electronic Filing

Taxpayers are encouraged to file Kentucky tax returns electronically. E-filing offers several advantages:

  • Faster processing and quicker refunds
  • Greater accuracy with built-in error checks
  • Immediate confirmation of receipt by the Kentucky Department of Revenue
  • Easier recordkeeping and access to prior-year returns

Most tax software supports Kentucky e-filing and automatically applies the flat tax rate, standard deduction, and applicable credits, helping ensure compliance and reducing the risk of mistakes.
